I do hear it upstairs when it is heating. The fan that forces furnace exhaust to the chimney causes noise to come out the second exhaust pipe over the new hot water heater. The gap between the flared exhaust pipe and the top of the hot water heater is where the noise comes out. The old hot water heater had a separate exhaust pipe to the chimney.
